Purpose of cell phone ratings??

Why does CNET issue ratings for cell phones after doing a review. I have only seen reviews range from a 3 star rating to a 4 star rating. Is CNET afraid to provide a truly unbiased opinion. You'll notice that user reviews offer a much wider range of ratings than the professional who is reviewing the cell phone. You might as well creat a 1 star rating and give 1 if you like it 0 if you don't or .5 if you have no idea how to rate it. Better yet just have your staff provide an overview of the features and not let them submit a rating. I'm sorry but I used to enjoy coming to this site much more in the past when this wasn't the case. Please improve on this.
